Functions

The duties and functions of this Directorate emanate from the policy, legislative and public relations initiatives and obligations of the Division. In fact this Directorate assists the other Directorates in the Division in the monitoring, formulation and analyses of policy by co-ordinating all these different aspects in order to provide a centralised and unitary approach to the policy of the Division. In this regard, the Directorate conducts the relevant research in order to ensure that accurate, objective and credible information is available when conducting the process of policy-making. The Directorate also responds to discussion papers and consultation documents issued by other entities.

The Directorate is also responsible for assisting in the development of the legislative proposals of the Division, comprising of amendments, drafting of laws and establishing on what criteria regulations are drawn and/or modified. It consults the other Directorates of the Division regarding the recommendations for the formulation and strengthening of legislative and regulatory framework, where the objective is to minimise any negative impacts on micro-enterprises and craft industries.

The functions of the Directorate also include the co-ordination of the international commitments and the public relations of the Division organizing seminars and training activities as necessary. It also provides a central depository for information within the Division.

EU Affairs and International Relations

The Directorate is responsible for all matters of international relations within the Division. These include liasons with counterpart organisations, involvement in international activities such as those organised by the World Intellectual Property Organisation, the Office for the Harmonisation of the Internal Market and the European Commission. The Directorate is also involved in the negotiation of formal international agreements and the handling of the Division’s application for international funding. This function of the Directorate also includes affairs related specifically to the European Union.

Public Relations

The responsibilities of the Directorate also include an Outreach Unit. These Outreach Services provide a link between the Division and the local entrepreneurs. Members of the Outreach Unit go out on a regular basis to meet entrepreneurs at their place of work informing them of the services provided and activities organised by the Division. The Unit also assists in the organisation of seminars, exhibitions as well as in any fieldwork necessary. Finally, the Directorate is responsible for the updating of the information relating to the Division on the Ministry’s website.

Library

The Policy and Regulatory Services Directorate also includes a central library and documentation centre to cater for the requirements of the Division. The Library is also responsible to repair and upgrade the documents and files stored with the registries of the Division. The Library also keeps a record of all activities organised by the Commerce Division, together with all the literature, photographs and other relative material.
